e-Urzednik (e-Clerk) is a certification adapted to the requirements of the use of information and communication technology (ICT) in public administration. It has been designed by PTI, the ECDL National Operator in Poland.

The e-Clerk certification is directed to all persons working in public administration, regardless of status, education, age, abilities or skills. The exam verifies the skills specifically related to the use of ICT in a public administration office: job-related information search, the safe use of internet e-services (especially e-Government), and the proper understanding of concepts such as public information, protection of personal data, electronic signature etc.

It is assumed that before taking e-Clerk exam, candidates should have at least achieved the ECDL Foundation e-Citizen certification.

The development of the e-Clerk certification has been informed by both the Polish legal system and EU regulations.
